How we structure the work

We select analytical methods around the question and available evidence, guided by four consistent principles.

  1. Define

    We specify the decision before choosing a method. The relevant population and measures follow from that choice. We then establish the time horizon and a fair basis for comparison. Material uncertainties remain explicit, keeping apparently precise analysis focused on the question it is intended to answer.

  2. Substantiate

    We identify the internal and external sources that could inform the question. Each is qualified before conflicting evidence is reconciled and documented. Gaps or bias remain visible in the result. The result also documents material transformations and identifies where judgement was required.

  3. Analyse

    We select analytical methods that fit the evidence and the decision. A forecast may be strengthened by spatial or market context, while a scenario may expose conditions that historical statistics cannot represent. Competing models are compared and validated. Sensitivity testing shows which assumptions materially affect the answer.

  4. Maintain

    We translate findings into indicators that have a defined relationship to action. Thresholds determine when a review is needed and decision triggers state the expected response. Where analysis continues over time, the process records how the evidence changed and why the conclusion moved with it.
